This is all a bit suss to me, if she has a vacant property somewhere, then she will be liable for the council tax on this property, wouldn't they be looking for her to pay this? if she's claiming HB/CTB for her current accommodation wouldn't they have tracked her down by now to get it settled?
If nothing else, a census form should have been completed for it and it will soon be investigated for not having submitted a completed form...DMP Mutual Support Thread member 244

Wow, so she may have to pay back 5 years worth of HB/CTB and IS on top of owing 5 years back council tax and a fine for not completeting her cencus form!!! blimey, wouldn't want to be in her shoes when it all comes to light!!0
