Hi,
I also found a PCN stuck to my car window a few weeks in Paignton. I had paid the full amount of £5 for All day parking and when I returned to the car, received a PCN, checked my ticket but only £4 was showing. Must have been a fault with machine or a pound coin had not registered.
I think it was a scam so wrote a letter to appeal.
Just had a response today which seemed like a template letter. I don't think they even read my appeal and now are demanding £60 in 14 days othewise amount will be £100.
I'm going to ignore this and not pay but have googled their company and found this debt collector website which Premier Park Ltd appears as a customer so am a little worried.

No it is a Debt recovery business, but so what they have no power! All they can do is ask you to pay. Just part of the threat chain. Ignore them as you would the PPC.
Oh and the machine trick is another well known con! Could be worth a email to Torbay Council!0 -

Not true. They operate at least one of the Council's residents parking car parks in Exeter. I know because I am currently in an "ignore" situation. Just hope the armchair lawyers know what they are talking about :rotfl:0 -

As for 'armchair lawyers' I take it you may not have looked at the current threads and the stickies at the top of the forum if you only stumbled across old threads? Always look at the current forum board when you find an old thread on a new forum, and always read the sticky info threads.

Any ticket issued by an authority that can issue a legal and lawful penalty will say on the ticket itself very clearly

If it does not have both of these then it is a private contractual dispute ticket and any letters are mealy un-solicited invoices.
They try to blur the line,kid you they work for the council even copy the sticky envelope design and ticket style used by local councils, a whole show of smoke and mirrors.
