Premier Park Ltd

It looks like this is a PPS, and according to the info here I should just ignore them.

But the idea still makes me very nervous.

We were parked in a residential street in a new housing development in Exeter. There were no yellow lines or residents-parking signs, and residents were parked in the street. I didn't notice the red sign (badly damaged) but apparently I shouldn't have parked there and Premier Park Ltd left a fine on my window. (I'd add a photo of the sign but can't see how to..)

So... sorry for the same question - but just to be sure - even with this sign in place, do I just ignore them and all their threats?

Thank you!

Yup ignore everything. This will probably be a self ticketing exercise. However remember if it is private land and the landowners do have the right to ask you not to park if you have no business there. However they don't have the right to recover anything but a loss!

Hi - thanks for replying... that's another thing which was odd - it wasn't private land. Persimmon have built houses there and they are public streets now. I've just read Martin's guide too.. and we weren't blocking an entrance either.

(And Persimmon say it has nothing to do with them.)

If they are public streets you can park there! Any contraventions would be dealt with by the council or Police. If premier park are ticketing cars on council roads, have a word with the council!

It may just be a resident who doesn't like you parking there, you can buy self ticketing kits for peanuts from Premier park.
  • We saw the van driving round afterwards - Premier Park Ltd on the side - so looks like it a proper firm doing it. The staff at Persimmon even went out to check their vehicles when we spoke to them.

So you think it's worth reporting them to the council even though they've got that broken sign up there?

I am sure the council would want to know if they are ticketing on council roads, it would be away of confirming that they are council roads also. Sometimes the council don't actually adopt them until the estate is complete.

    However ignore the invoice.

Even if they ever did, they would be hard pressed to take action on that sign!

Premier Park isnt a proper firm, it's a cowboy outfit.
    Definitely inform the council.
  • ..on their website it says the are BPA approved, and from a news report it appears they have council backing? ...

The BPA is just a useless trade association, being a member means nothing. Its like asking the dog to mind the sausages.

Some councils do lease car parks, however I doubt they let premier manage roads. A quick call to the council should sort it. However if the ticket says "Parking Charge Notice" ignore it if it says "Penalty Charge Notice" make enquires!
  • Ok, thank you for explaining! :)

...and it's a Parking Charge Notice - attached!
