we got alot of relatives coming over from abroad to our wedding and people traveling up from the uk. I'm putting together ideas for different budgets for accomation in the area. Like your sister I've giving people lots of warning. As OPs have said if you book early there are cheap deals to be had I cut my fares to and from Oz in half by following the money saving tips on here Also if you don't mind someone living in your house I heard that house swapping is often a cheap way of doing holidays abroad though i couldn't tell you how you go about this. I can understand the money is a issue perhaps if it's a stretch too far for your family you could suggest to her that perhaps they do something in this country before/afterwards some people who get married abroad have a blessing.
