Drill/break the seat/lid away until you have direct access to the bolt or the screw that holds it. Drill at the screw or bolt as appropriate.
As was said, if you're not looking to keep the current seat....

I'd rather not.
A place I used to work in, folks would take printed reports away to the loo with them and read/make notes whilst in the cubicle, then return to the workplace and hand them to someone else to read/make notes in turn.... yuk.0 -
for heaven sake guys, just clamp a set of mole grips on the old bolt and bend from side to side a couple of times and they will snap. Pliers would also do the job, but you might need to get a man in to help.0
