I wrote an email to Mr Gilligan last night - I await a response.
I came across an article in The North Wales Weekly News 'No parking charges for store customers at Llandudno retail park' Aug 25 2011 which Mr Gilligan said "...customers of the stores who have valid receipts for purchases had nothing to fear".
Customers of the stores who don't have valid receipts for purchases have nothing to fear either....providing they know the law and don't fall for the Parking Eye scam.

I got a ticket from them for staying 2 hours 38 minutes at Parc Llandudno during the summer whilst taking my disabled neighbour shopping.
Now, I could've appealed, but I didn't think I'd stand a chance as the signage states (after reading more closely) that the blue badge only entitles blue badge holders to park in those spaces, not 3 hours of parking.
The thing that does annoy me most, is that they acknowledge disabled people cannot move as well as able bodied people, hence the need for parking spaces nearer to the stores, and yet don't allow them any more time to get around the stores?!
So, I ended up paying £50 "fine" plus £2.50 admin fee for paying by debit card because I don't have a cheque book!0 -
Could always try to appeal and claim your money back if you still have any of the receipts left.Mansion TV. Avoid at all cost's :j0

The Blue Badge scheme doesn't apply to private land so that's a bit of a red herring. It is however possible that Parc Llandudno have breached the Equality Act 2010 in this case so you should contact them to complain about that.

It might also be worth be worth dropping a line to the North Wales Weekly News telling them about the distress caused by Parc Llandudno's heartless and illegal actions.

I have just received a ticket for overstaying the 2hrs (2hrs 35min) whilst I was in North Wales visiting family over Christmas. Fortunately I do have the ticket that I bought entitling me to 3hrs parking still sat on the dashboard, as well as having receipts from shop purchases.
I have contacted Parking Eye, despite advice on here to the contrary, but advising them I know full well that they have no legal right to charge me, and as the PCN was sent to my workplace, that unless they wirthdraw the parking notice and pay me compensation for undue distress, humiliation and embarrassment caused, that I intend to sue.
This might be a bit of an overreaction and maybe would have been better to ignore them, but it hacks me off that companies like this take rip people off left, right and centre and there's absolutely no comeback. The stories on here are just a sample of what they get away with and if this had been my elderly mother and she had lost her ticket - I know that she would have been frightened into paying straight off. It's absolutley unacceptable.

I know someone who received a parking eye "invoice" with attached photographs of arrival and departure times and it does indeed show the vehicle arriving and departing it DOES NOT SHOW THE VEHICLE PARKED ANYWHERE so makes no allowance for time taken to find a space and also of time taken to reach the exit. Indeed it is possible that someone drove round for two and a half hours and never parked at all ! It also seems the system does not take notice of tickets purchased for parking in excess of the two hour free allowance.0

I wrote yesterday about this matter as I was so annoyed about a PARKING CHARGE NOTICE received. All however is not lost as I was delighted to find I still had the parking ticket purchased to allow me to park for three hours. Ofcourse this means I was issued with a PCN dispite having a valid parking ticket. How many other people have had PCN`s dispite having a valid ticket ? I also wonder how Parking Eye could prove that anyone or indeed everyone using Parc Llandudno did not have a valid ticket for parking so redering their notices null and void. I feel that all PCN`s issued from Parc Llandudno should be refuned in full.
If you wish to complain about these PCN`s you could contact Hanson Haskins who I was told are the site managers.
I am also surprised that any comunication concerning parking charges in a Welsh resort such as Llandudno are not bilingual as I am sure they should be. Mind you if you read these PCN`s from Parking Eye the English doesn`t make sense either.
It was suggested to me at Parc Llandudno that I make a paper aeroplane from the notice as it was unenforceable!0 -
Parking eye dont have to prove anything, nor can you win an argument with them, giving you something to pull at is part of the scam. it draws you in to a debate, one that they make the rules and decide who wins.
The best way to deal with these chancers is to completely ignore them until they put up or shut up and even in cases where they have put up, the vast majority they loose and the one they did manage to win cost them around £5,000 to get £15 back.
The only thing that keeps these folk in business is the fact that people take them seriously in the first place.

Asda have become the latest landowners in Llandudno to hop on the "scam your customers" bandwagon.

The branch manager, a Mr Nigel Roberts, has since somewhat generously announced that they have revised their plans and will now only attempt to extort money with legally unenforceable menaces from customers who stay for more than three hours rather than two as originally planned. Thanks for that Mr Roberts but shame on you for showing no respect for your customers whatsoever.
I think I'll stick to Tesco from now on and hope they don't adopt the same disregard that Mr Nigel Roberts has for his customers in future.The fridge is empty, the walls are damp, there's no hot water

Before doing anything else pay a visit to the security team located on Parc Llandudno itself, they are able to "void" each and every ticket and are in contact with parking eye. They are able to "void" every single parking fine for legitimate shoppers. So please, consider this option before parting with even more cash.
