These regulations only came into force in Jan 2005 - see post 1.0 -
Some councils think that they are a law unto themselves.
I fell out with a local council once over them paying rent for a tenant, in their infinate wisdom they decided to stop paying the rent directly to me and paid it to the tenant, who would then forwards it onto me. You can guess what happened next lol, but that's a story for another thread :rolleyes:
