No, they're immune from the offence of speeding.
But if the speed was dangerous it can come under "reckless cycling" or "careless and inconsiderate cycling", but something would have to happen whilst they were speeding for that to happen, e.g. they hit someone. A speed reading alone wouldn't be enough.0 -
