Can a cyclist be fined for speeding. A couple of friends of ours regularly breaks the speed limit on their tandam and have actually set speed cameras off.

Nope. Speed limits only apply to motor vehicles.

even then, how would you have them check their speed?
bikes are not equipped or required to be fitted with speedometers
  • I've always wanted to do this but I'm too lazy.

And how would the police track them down without a number plate?!

No, they're immune from the offence of speeding.
But if the speed was dangerous it can come under "reckless cycling" or "careless and inconsiderate cycling", but something would have to happen whilst they were speeding for that to happen, e.g. they hit someone. A speed reading alone wouldn't be enough.

I had a speedo on my bike 10 years ago.
    They aren't uncommon...
But it makes no difference whether it has one or not.

you can usually get one fitted when buying the bike. Although I dont think their accuracy would be 100%

My bike was brand new and came ready assembled with it. It might have been an optional extra, but it's no different to buying a car from a main dealer and specifying what extras you want, really.
