We have a problem in my village with a particularly wide pavement being used to sell cars on. A couple of years ago, a complaint was made about it to the Parish Council. They took-it-up with the Borough Council, County Council, Police and Highways Authority. Turns-out that the Highways Agency and Local Authority parking control extends 3ft in from the edge of the kerbline and no further. So if you have a 10ft-wide verge, as long as you park more than 3ft in from the edge, you break no rules.

Btw, it is NOT an offence to park on the pavement. The actual offence is the driving of a motor vehicle on a footway. Again, if you can prove that you lift your car on/off the pavement no charges can be brought.
    Never Knowingly Understood.

It is an offence to obstruct the footpath , which is what parking on it does (whether you lift the vehicle on or off).
