We had a meter in our last but one flat and it was costing us about £20 a month more than we pay now. I don't mind paying a set amount as we use quite a bit of water. I think we are one of the only families who don't save money by having a meter (or at least that was the case in 2008).

Have you ever noticed that most flats in the UK don't have balconies at all? It's just posher flats usually. Even those Juliette balconies are 'a bit on the posh side'

    No.

Lots of LA towers have balconies...seen them in London and Bristol certainly.

MSE speak: you've just bought an overpriced box. The juliette balcony is just a big window that will let the heat out in summer. It will also enable you to hear the shouts and screams of your neighbours who have their juliette balconies open in Summer. The wrought iron frontage will stop the kids that you have falling out because you won't be able to afford to sell up and move somewhere bigger.

My best friends 1 bed flat has (like the percentage of social housing flats in the development) an actual small balcony. However, its necessary because in their wisdom the builders ensured there is a mini diswasher in the kitchenette they fitted but no room at all for a fridge, so the balcony is also the milk strage area.
