It's one thing to not know, it's another to not care.

I'd not know it was illegal, I'd spot it'd be stupid as I figure the oil'd not go away and might bung u[ the drain outside my house which'd be a nuisance.

So you can see how many people would think it's a good idea.... simply for not knowing.

We had plastering done by the council and they poured what was left over down the drain.

I can't say when it became illegal but it was definately a no no even back in the 70's. As for bunging up the drain outside your house, thats not really the issue. Where did you think the oil/water was going to end up?
Ignorance may be bliss but its no defence.

I've seen this happen MANY times. Its incredible that they think its ok to do it. I know of a few that have been reported for it and had to cough up to have the resulting blocked drains replaced.

Get a big jar & save it up to either take to the dump or find someone who makes their own diesel.

Your kitchen sink should drain to a sewer and the oil will be dealt with in the sewage works. The problem occurs if it goes solid. best to put it in a jar.
The oil in the road drain will go straight to the river.

Its highly unlikely they did, probably just poured away the excess water from cleaning tools down.

Sorry, but I've witnessed it too many times to be mistaken. And, for the record, two of the incidents were, in fact, our local Council!
Besides, washing out your tools wouldn't block up the drains.
