Plus the Paypal fees are less than it would have cost for any other form of payment.
I didn't realise that not all countries have to offer Paypal.

Not even if the seller is doing you a favour and accepting paypal even though it wasn't a listed method of payment?
The seller was well within their rights to refuse the OP's offer and open a dispute and get a non payment strike issued to the OP.

Between them, the buyer and seller have come to an arrangement where both of them get what they want and both are happy with the deal.
    Isn't that all that matters?
No, because the buyer loses their protection, and the seller gets to receive the payment free without paying for the service.

Most of us do things the right way, why shouldn't they?

Well, I suppose the buyer could pay by bank transfer as asked for by the seller.
The downside of this is that it will probably cost them more that the paypal fees would, and they would still have no buyer protection.

If the seller stuck to what was stated on their listing, neither ebay or paypay would be getting any money from the payment transfer as the only fees payable by the seller would be the listing and FVF.
Most of us do things the right way, why shouldn't they?
But in this case, the right way is paying by bank transfer which the OP has already stated they are not willing to do.

My opinion is that if both the buyer and seller have agreed on a payment method and both of them are happy with this, why shouldn't they, as adults be allowed to do this?
In effect is it any different to seeing an item listed for sale (no collection, paypal only), and the buyer and seller coming to an agreement where the buyer collects and pays cash?.

all sorted the seller has agreed to take paypal with me paying the fees.so it was probably the fees that put the germans off useing the paypal route.very happy and thanks again to everybody for your suggestions

seems reasonable to me, as the seller would have not factored in the fees in the pricing, and they are doing you a favour by accepting paypal.
it would be like someone coming on ebay UK from a foreign country and demanding to pay using an expensive payment system that the buyer does not normally accept.

The OP bought something though where the seller didn't have to offer or accept Paypal payment, hence it wasn't an option on the listing.
He was going to pay for an expensive bank transfer as requested by the seller, so no buyer protection there.
This way he has the rare item he wants & can pay for it in a cheaper way than a transfer.
The seller could have insisted on accepting just his listed payment options, then the OP would have had to fork out for it or get a NPB.
So it may be being done differently to how you would do it but it doesn't make it wrong.
