    I think the neighbour who reported the work on the car and the neighbour suspected of working whilst on benefits are two different people - the OP seems to believe that until the suspected benefit cheat is apprehended they should be allowed to work on their car on the road, but perhaps they can confirm whether my understanding is correct.

    OP - whether or not there is someone on your road claiming benefits to which they are not entitled, you cannot circumvent the legal ramifications of your highway repairs because of it. If you believe your neighbour is reporting you out of spite then the only option is to stop giving her any ammunition and fix your car elsewhere.

    I thought the person who complained about car repairs and the person who hangs out at the recycling place were 2 different people - but on reading the original post, I think they're one and the same.

    He could sit on a chair all seperating milk bottles from water bottles from jam jars all day... Doesnt mean he is fit to spend 8 hours a day stacking shelves at a supermarket..

    However, that you are so sure this person reported you... It makes me think there is a lot more to this than you are letting on. A long running dispute, perhaps?

    Just how much time do you spend outside fixing your car?? Next time I commit one of my murders I must remember to say that other people do bad things too. That will help my defence!
