Oh I totally agree and didn't mean that the technique should be extended to spammers and unwelcome advertisers. I have banned spammers (in fact I've not banned them, I installed the vbulletin "miserable users" hack which redirects them to f***you.com).
Martin that might be useful for you so get your admins to take a look at it - basically you can configure it how you want but it makes the site really really really slow and/or unpredictable for the person who you've "banned" - and they also can't log out (and thus re-register) so the site is dead to them forever. Very handy! If you want a demo of what it does pm me and i will sort you out with a "miserable" login on my site temporarily.
I still think that alter egos should just be left to burn themselves out - they will sooner rather than later. I was pleasantly surprised!0 -

especially when you have people that if you know you ban them they will cause a lot of trouble or others will kick up a stink

It fits fine with the 'cooling off' situation - hence the use or the term suspend in the terms. A user either has permission to post or isn't at any one time. If they are currently PPR'd they cannot, if they aren't they can.

hopefulfooluk, the use of initial short-term bans for as little as 8 or 24 hours can have value in cautioning people, without causing them to feel that they must sign up a new account to fight things. I don't know if that approach is taken here.0

I don't generally have a problem with someone coming back under a new ID, so long as the behavior is clearly different, as it must be to avoid them getting banned again. Basically, it's the behavior that's being acted against rather than the person - though that's not the policy here, per the rules.
Nothing wrong with the policy though, it's one of the normal variations and some people will continually cause trouble until being thoroughly blocked by their own ISP.
Having lots of people who can act against other people is higher risk for Martin. Quickly shuffling an obviously improper post to a back room where it can as quickly be moved back out if necessary is less of a risk, though, and that might be one way to decrease reaction time.0
