as said they worked out how to beat the cameras long ago, multiple cars, same make, same colour, same plates, insurance on 1 in the name of 99 year old Grandad with 50 years no claims, then they swap the details from area to area, from Birmingham to Leeds, from Leeds to London and so on.
They never ping the anpr cameras so unless they have a crash which they can not flee, they are away scot free.
It is estimated that 1-3 drivers in Bradford are Driving without insurance. This is not the same as driving a car which does not have insurance on it and here lies the loophole and its a damned big one.
The solution is to make it Law to carry a photo driving licence when driving and to stop the silly number plate game, check licences in random checks as they do in America, it takes a couple of minutes and on your way you go, unless you don't have one.
Also a certificate of insurance would help that is similar to a tax disc and is displayed alongside it.No need for any personal detaills to be on it as they it could have a scannable barcode which would bring up all your details.0
