It is estimated that 1-3 drivers in Bradford are Driving without insurance. This is not the same as driving a car which does not have insurance on it and here lies the loophole and its a damned big one.
The solution is to make it Law to carry a photo driving licence when driving and to stop the silly number plate game, check licences in random checks as they do in America, it takes a couple of minutes and on your way you go, unless you don't have one.

Also a certificate of insurance would help that is similar to a tax disc and is displayed alongside it.No need for any personal detaills to be on it as they it could have a scannable barcode which would bring up all your details.
