I think the way round this is NOT to allow registration from anonymous ISP's like hotmail and so on. It takes less than five minutes to generate a new id.
Nice idea, but not usually workable.
Not to mention the fact that not everyone has access to an ISP issued email address for good reasons. And it's not nice to deny access to MSE to those people.
It's quite possible for forum admins to ban registration using hotmail/gmail and similar webmail services, but there are such a plethora of free services, disposable email domains, private domains, company domains etc, that maintaining a "ban list" in any way that would foil the determined spammer or rule breaker is next to impossible.
The alternative is maintaining a "white list" of ISP domains that are allowed.
Not withstanding the difficulty maintaining such a list and keeping it current; as said, it would unfairly exclude a huge section of MSEs demographic. From someone who only have their company email address, to the person who can't afford BB and has to use the local library for access so doesn't have an ISP based email, and many many other categories.NOBODY sees the email address that a member registers with. So registration from a properly recognised ISP means that the address is genuine and the member IS traceable. And is still anonymous to all other members and Forum Team.
Invisible to other normal members, yes?
Anonymous to everyone? Certainly not.

I know, but the same troll has just been back for the 4th time under a different new name and been ppr'd again! surely it would be better to moderate all newbies than not really be dealing with the problem.
ppr'ing doesn't solve the issue.
