COMET-Cannot actually install a washing machine.

Probably utter b*llocks. Comets are just lazy. If it does not have a normal plug socket they invent some crappy excuse for example mine was "we don't have the right screwdriver" and go leave.Iva started Dec 2018.0 -
I ordered a washing machine from Argos and paid for installation because then they would take the old one away with them. I live in a 1st floor flat so them getting the old one downstairs for me was the incentive. When the delivery men arrived one of them looked at the stairs and said it was against health and safety for him and his mate to take the new machine up the stairs.
Luckily his mate was a big bloke. He just carried the new machine upstairs and the old one down the stairs himself. The first bloke also said that he couldn't plug the new one in as it had to be plugged into an extension because we have no suitable socket below the bench. His mate must have hated working with him - lazy git0 -
Installation would not include "hard wiring" as the delivery dirvers would not be qualified to do so. When I worked for Comet (hangs head in shame) We always told customers that installation included"plugging in to a 13amp power point etc so it would be clear it was only plugging and no "wiring".
Sadly, as my rant in other threads indicate, not all stores take the trouble to advise customers properly. Service certainly is getting worse as time goes by.0 -

I would say it would depend on the questions asked at the time of the sale.If the Salesperson asked the "right" questions and the purchaser did not give correct information then it is indeed the purchasers fault. Sadly quite often the right questions have not been asked.
The customer cannot be expected to know all the rules and regs BUT can be expected to properly respond to questions aimed at establishing exactly what needs to be done.0
