Generally no they aren't neutered. The talent and ability necessary for a dog to qualify as a police or emergency services sniffer dog is usually genetic. When possible those dogs are specifically bred and the very best of their offspring are taken for training.

Also neutering doesn't remove all of a dog's sexual desires. The most honestly bizarre thing I have ever seen in my life was my friend's neutered yorkie !!!!! leap on her teddy bear, wrap her legs around it, flip over so she was on her back with the teddy between her legs and thrust her hips up into it frantically, causing her whole body to zoom across the wooden floor with the force.
