No it won't impact your credit file at all if they lower your rate. It's been a long time but I remember Barclaycard used to offer rates be reduced to 9.9% APR over the phone. If they do reduce it for you, please come back and let us know what rate they gave you.
And if they don't reduce your rate, you can always try for another balance transfer card. Even if you only manage to get a card with a small limit, it's better to transfer over as much as you can onto 0% than continue paying high interest on all of the £14k.

My current BT 0% deal coming to an end soon I have made good progress in paying down the balance but there will still be some debt outstanding when the 0% deal runs out.
Applied for new Balance Transfer CC was turned down, PANIC!
Then found this forum & phoned Barclays as I remembered that I had an unused CC with them, I was offered:
18 months 0% BT with 2.9% fee
Have set up a DD so full balance will be cleared in 18 months. RELIEF!
Its feels good to be back in control.0
