Do NOT go for an ebay dispute, ensure it is a Paypal dispute, you should be able to open it much sooner.

I still wonder whether the OP has actually contacted the seller about being given the wrong tracking number.
If a dispute can't be open yet then it presumably isn't considered to be late, so it could just be that the seller has sent the wrong customer tracking info.0 -
£120 item from China would've attracted Import duty, which RM usually collect so if you've not had any contact from RM and the items are definitely coming from China that's something else you could point out in any dispute you raise.0

Not always, have had items for over £400 sent recently, both got through no duty to be paid0 -

It could be a complete mistake & they've just sent you the wrong tracking. How long ago did you contact them?0
