Help! Didnt seal plaster before we painted

ive found reading through this thread very useful. we've had some rooms skimmed and the plasterer told us to pva the walls before painting them. Explains why now there are patches on various walls where the paint is cracked. In our bathroom I made the other mistake of painting thick undiluted paint onto bare skimmed plaster and now that drops off in bits and pieces. And in another room, we took off the wallpaper and found peeling metalic paint (that did not look like it should ever have been on a wall) tried scraping it off which failed and then sanded it and covered it with 'stabilising solution' before painting, this seemed to work at the time but little bits of paint do drop off and some areas are now 'cracking'.
Going back to the original post, once you have painted, is there anything that can be done to rescue these situations? When the lumps of paint drop off and we paint in the hole it is always at a different level to the paint around it, so you dont have a smooth painted wall anymore.0
