Gang culture affects very small enclaves within all parts of inner London. The East is no more unsafe than any other part. If you are non-white I wouldn't necessarily recommend that you consider Barking or Dagenham, otherwise don't worry about it.

so you dont want east or south east, and north is too expensive... for £700 with off street parking. and close to work in the city. i think you may get the parking spot for that, but no flat!

I also suggest east. leytonstone is good value with great transport. but unless you radically change your budget or needs you will have to change your prejudices about london suburbs.

Muswell Hill is lovely but absolutely out of the question on your budget: you'd be lucky to find a flat or house-share for that amount of rent a month.

You will have to actually visit an area to know whether there are any dodgy council estates in the neighbourhood. The tone can vary from street to street. I suggest you stop worrying about that aspect of it, as it's not as much of an issue as you appear to believe. All of London is not the Bronx!
