The United Kingdom(UK) consists of England, Scotland, Wales and Northern Ireland.

England and Wales do not have water charges included in their Council Tax.
I've just realised that's the OP's issue. Not realising that NI, Scotland and Wales are part of the UK. An earlier post indicated that but I failed to pick up on it.0 -

I did also say Scotland and Ireland might be different. I guess I should have said England and Wales instead and will not make that mistake again.........

If you mean me as the OP then I do understand the bigger picture and will make sure that every post is 100% clear from now on (including the bits that I don't think need to be said but clearly do ), will you do the same as that would have actually stopped this whole thing right back from post one or two.There is a race of men that don't fit in; A race that can't stand still;

You are one of many who use the terms UK and England are the same, it obviously doesn't bother you.

Your right , It doesn't really bother me..I do think of Scotland / Ireland and even Wales as their own places. It might not be what people want to here but the rules and laws seems to be different in Scotland (ie no squatters rights/ land rights are different) Wales has different laws when it comes to settling on greenbelt and Ireland has different ideas about health care etc
I am not saying any is right or wrong etc but I do tend to think more of the UK being England only now as we are not part of the empire anymore and there is nothing really unitied about how we live.
I replied as GlynD posted which was to suggest that everyone paid their water through their council tax..Maybe I should have thought about my reply better but I didn't and I am not one of those that go back and delete or change it (although I did remove the lol on the one you quoted )There is a race of men that don't fit in; A race that can't stand still;

It depends where the problem is found to be. Your mum's pipes are drains until the point where another drain meets it when it becomes a sewer. So if the problem is before this point, it's her responsibility. If the problem is after that point it's a shared responsibility of the people upstream. If the sewer is built before 1st Oct 1937 (and your Mum's was since the houses are 1900) then it is a Public Sewer and falls under section 24 of the Public Health Act 1936 and is the responsibility of the sewerage authority (usually the same as the Water authority) to sort. If it's built after 1st Oct 1937 it's a private sewer and the responsibility of everyone upstream to sort. The responsibility for all sewers regardless of when they were built is scheduled to transfer to water authorities on 1st Oct this year (but not confirmed yet).

Thanks for that. I'll do as suggested and write to Yorkshire Water and quote some of the above. That way I can pass it onto my Mum so she has it in writing in case it gets blocked again.
It's more than possible that when she phoned she didn't mention the age of the property as she wouldn't have thought to but will definately let her know.

It isn't something to be bothered about. Lots of people who live in England think the same. The fault is as much mine for assuming that all council tax bills in the UK are the same. Sorry.:o0 -
I do come across as an old bag and can be a bit blunt..I really don't mean to offend or upset etc and I am trying to work on it..even though it doesn't look like it sometimes.

I think you're running yourself down unnecessarily. I don't think you come across as an old bag at all. All you've done is ask a civil question and get a little confused about different countries in the UK. You've been very civil about it all in my opinion.0
