    Perhaps a summary.

    If some lose their entitlement, Motability can issue a price at which the vehicle can be purchased.

    When and if purchased the vehicle becomes an ex Motabilty car which is then subject to normal 'tax' and insurance (no reason why Motabilitys insurance can't quote).

    Those who used to receive HRM and are now deemed 'members of the public' can still drive around in their original Motability car.

    Is my understanding of this thread correct?
