What the SIA site actually says is:For Vehicle Immobilisers In addition to holding a valid SIA licence, vehicle immobilisers must observe the following requirements:- A vehicle must not be clamped / blocked / towed if:
- a valid disabled badge is displayed on the vehicle.
- it is a marked emergency service vehicle which is in use as such.

I doubt that will cover him, if the law states that any emergency services vehicle is not to be clamped, he's hopefully stuffed more than a turkey towards the end of December
IIRC a year or two back there was a similar case when a clamper tried it on with a SOCO vehicle (also registered as a police vehicle), and they were found guilty, as they argued it wasn't an emergency vehicle.0 -

SOCO vehicles are also usually marked as police vehicles, so these clampers deserved what they got, it is obvious they use scope and mission creep to artificially extend the remit of their clamping activities, especially with a nudge to dislodge blue badges, and they hope that in the main the police will turn a blind eye as ostensibly they are "on the same side"0 -
