Yep, despite what it says on the V5 there is no legal requirement to check that the DVLA have bothered to do their job and actioned your letter. THEY must prove that YOU did not send it.0

Although it didn't quite get as far as a court summons, when the DVLA (via some bunch of chancers called credit international or similar) started chasing me for £80 for a car I'd sold and apparently not informed them about a couple of years ago, a nasty letter stating all the advice above made everything go quiet.
So as stated by others, the burden of proof is on the DVLA to show that you did not post it. Its not up to you to prove you did, and they have no legal right to make you phone them to ensure they've received it - so f**k em, quite frankly.0 -

I can agree with you to a point but, personally, I don't have the time or the inclination to keep ticking off the days waiting for a "confirmation letter"!
All that's happened here is that the DVLA have added this little extra to try & cover their own sorry, incompetent asses & from what I remember it's not even a freefone number! Not to mention it's not even in any legislation!!!
You post it, they lose it & it's your fault unless you take time out to spend god knows how long phoning them???

if nothing else this thread should serve as a warning to anyone reading it that attention to paperwork when dealing with the dvla is crucial to keep a full pate of hair

Which could happen at any time between me selling a car, posting the V5 & phoning weeks later 'cos the DVLA have lost it!
You can put it any way you like but the fact is that perfectly law abiding people are being threatened/fined solely down to the DVLA not being up to the job!
There was a thread on CAG where a guy fought (& won) this very thing. He FOI'd the DVLA asking for records of all post they had lost... they couldn't (wouldn't) supply although they did admit that "some" post did go missing!!!
Your statement (above) raises a valid question... why would anyone in their right mind NOT inform the DVLA of a change of keeper after selling a car? There is no benefit!
Then again, common sense & the DVLA are not words you often see in the same sentence.Always try to be at least half the person your dog thinks you are!0
