Heres what to do:

Contact the buyer via Ebay mail and inform them that you will be passing the CCTV footage of the person who collected the item to the local Police Fraud Squad in the morning as per their request. Make sure you have something that looks like a camera (even a webcam) visibly pointing out of the window for when they do a drive past to double check if you're bluffing or not. Ask if someone else might have picked the item up on their behalf and not told them about it yet.

I'll guarantee that the claim is dropped pretty quickly.

(for the record I have full CCTV around my property on 24 hour recording so this would actually be true for me).

If you want to make a condition of accepting Paypal, it's easier to play within Paypal's own rules, they have confirmed to me that a condition on the auction something like the following is within the rules.

If you wish to pay with Paypal, please be aware that for Paypal protection to be available the item has to be sent by a Paypal approved trackable postage method, so collection of the item is not possible if payment is made by Paypal. Please confirm with Paypal to ascertain the approved trackable methods for delivery if you would like further clarification.
