To Pay Pal or not to PAL PAL that is the question???.
I have just started to use Pay Pal by selling a fish tank to who I thought was a genuine Ebayer ,boy was I wrong the cheeky so and so :mad::mad:
conned me ,I asked for cash on collection only but he paid by PP ,no problem until he collected it and then 2 days later retracted the payment from my pp account .. Now he has the tank and the money ,
obviously he was scamming me he also supplied a false name -address-and phone number.So now do I trust anyone using Pay Pal ,I do prefer the old fashioned method postal orders or cheques or CASH only.So be warned don't trust anyone paying by pay pal:mad::mad:

Just to be a bit clearer, don't trust anyone paying by paypal who collects, as you have no proof that they have the item

So because you had a bad experience, EVERYONE using Paypal is evil and not to be trusted? Including you, I presume?!

If you are a seller on Ebay, you need to familiarise yourself with how Paypal protects you and the buyer. Paypal protects the buyer by promising them a refund if you cannot prove delivery of the item. You allowed them to pay by Paypal then offered collection which means you can't prove delivery. So they can claim they never received it, you can't prove they have, and Paypal will refund - which is what's happened here.

He scammed you - yes. And I'm sorry. But you're better off reading the rules of Paypal and staying protected rather than declaring that anyone using Paypal can't be trusted. That's a slight over-reaction.

Unfortunately as a seller on ebay you must take paypal, you cannot refuse it.

Why did you let him take the item if he'd paid by paypal - i'd have refused and insisted he either pay cash or whatever it cost to send by trackable means.

When we get eBay buyers that want to use PayPal for Collection-0nly items we first write back that we are happy to courier the item to them at their expense.

If they insist on using PayPal for Collection-0nly items then they can a) cancel the transaction or b) abide by our strict anti-fraud requirements, namely: "When paying by PayPal for Collection-Only items, for our mutual protection, please remember to bring current photo ID (Driving Licence, Passport, Firearms Certificate, etc.) and a recent utility bill with your name and address. We may also require a copy of your fingerprints* for our sales records. Thank you for your understanding."

When they turn up to collect the item, we make a high resolution copy of their photo ID and utility bill, making sure that the photo is of the person providing it. These we retain for at least several years as the chargeback provisions of PayPal and credit card providers allow for reversals for quite a time after a transaction is completed.

If they still want to go ahead with PayPal for Collection-0nly items, make sure you note the buyer's car licence plate, and confirm the registration number with the (hopefully current) Tax sticker on the windshield.

None of the above steps will prevent PayPal for Collection items fraud, and the seller will always lose any subsequent PayPal payment dispute. However it will give you the tools to track down and prosecute those responsible (except PayPal and eBay who sanction the practise of seller's being forced to accept PayPal for Collection-0nly items).

* Fingerprints are very helpful to Police in establishing someone's real identity when fake photo ID is used by identity thieves. We usually only ask for fingerprints if they have a particularly dodgy ID or have no trading record on eBay.

If they question the need for any of these draconian measures, we simply point out that we are only doing this to protect ourselves and the (real) owner of the PayPal account that sent us the payment, from ID fraud and any subsequent financial loss.

A buyer has to agree to a cancellation if they refuse you can end up with an INR claim bad feedback and dodgy DSRs

This is totally pointless unless you are considering a court claim (which you will still not be able to guarantee winning. Paypal wont care if you have the finger prints (thats just silly) of the pope you will still lose a Paypal claim.

All sending things like this to buyers acheives is make you look ridiculous and dodgy yourself.

The simple thing is you have to accept Paypal on ebay if you wish to sell. The best way to avoid the collection scam and problems associated with it is not to sell collection only items.

Ahh where shall I start with what is wrong with this and why it wont hold up in court. I'll just name the obvious. You have no evidence of when and where you got copies of the buyers details fingerprints etc from. You could easily have stolen them. The courts would just have a laugh at your expense

As per oliver14. digerati you need to brush up on the protection rules within paypal/eBay, your t&c are pointless and completely unenforceable.

we recently won a t.v. on ebay

when we tried to arange collection and payment the seller insisted on us paying by paypal before she would let us have the address for collection

she only has 1 feedback, and has only been registered for a month, so i tried to tell her about accepting paypal for collection items is not a clever idea

but she insisted that that is what ebay says she has to do and she didn't want us scamming her by paying cash,

what on earth she thought we could do when paying cash is beyond me

Sadly, she is correct. Everywhere you look in the help topics and selling guides it shoves Paypal in your face and gives doom and gloom reasons for why you shouldn't.
