Virgin Broadband - how much???

Trying to sort out my parents' phone and broadband stuff. They're with Virgin, paying an astronomical amount of cash and wanted to run this by others out there: £20 - £21.50 per month for broadband??? Is that right?
Online they're offering new customers £5 per month up to £13.50 per month after 3 months, so surely it shouldn't be more than £13.50??

With regard to "£5 per month up to £13.50", it's only one and the cheapest of their packages. They have at least 3 more expensive ones.0
