Post Office Home Phone and Broadband BIG PROBLEMS,HELPpls!!

I've been with Post Office, powered by BT for a while, and had no real problems until I moved to a rural area last July. Dodgy phone line. In Feb we had bad weather that damaged the phone lines to the point we had NO service for almost 2 weeks, then intermittent over the next 2 mths. My phone was crackly or not workng, and My net when running was 0.03meg, but most the time just wasn't running.endless phone calls to Post Office and engineers out.
One engineer was abusive, and refused to do the work I was told was going to be done, and told me if i complained he would make sure i was charged 180. Others came and went, blaming me or my equipment. Then finally in April someone came and renewed the line, problems all resolved.
Now I refuse to pay for Feb and March in full,but my phone has now been cut off, and internet (using friends laptop) They recently offered me a £5 discount....but want me to pay the full 108 I now owe to get my phone on, THEN they may look into a further discount, but probably wont once Ive handed over the money.
i just need some advice as to what to do next. Im supposedly back under a further 12mnths since I moved house. And they also say I cant change to a new provider as they are blacklisting me for not paying. Noone will lsiten to me, why should I have to pay for a service I havent received? Im happy to pay 50% for those two months,despite not receiving even a 50 % service....

Post Office are the worst provider. I wish we had never gone near them. Still struggling in dispute with them. They won't even cancel a line we asked them to cancel 12 months ago. Please think twice if anyone thinks of signing with them.Still looking for the plot...... Anyone seen it???0
