    Well, what does the paperwork say that came with the contract?

    All networks show VAT in the bills, but it is not an 'addition'.
    Orange:
    Your Service Plans (VAT applicable)
    Dolphin 25 (24mth) : 17 Apr - 16 May 21.28
    Call charges (VAT applicable) 0.00
    ....
    Total exc.VAT £21.28

    VAT £4.256
    21.28+4.26=25.54

    It's not 25.00 only because of the VAT change: 21.28*1.175=25.00

    It looks to me that you are misreading the bills. They should show the VAT element of the total but this is for information, its not something that's added on to add sub total.

    £29.79 ex VAT means you are on a £35 tariff (£35.75 with 20% VAT). £1.28 Itemised = £1.54 inc VAT.

    So you're not on a £30 plan, but a £35 one. Explains it.
