Cheapest place in the country for Car Insurance

Hi Guys,
Just after a quick bit of advice on car insurance prices nationwide really. I know that when I lived in Stafford, West Midlands, the price was relatively cheap. I was at £1250 for a 22 year old with NCB to drive a 2 litre Toyota. When I was 23, that went down to £928 (in Nuneaton, Midlands). Now i'm 24, with 4 years NCB, and I have had to move to Slough for work, my premium has shot up to £1400 average with all insurers.
And yes, I have tried it with my old Nuneaton Address in the quote, and that comes out as £716. How on earth can they double my insurance price based on where I live?
What can I do about it and where is the best place to live for these sorts of things?

I live in South Cumbria when not at uni, which is the lowest band. I'm 19 and paid about £600 at last renewal. Down here in Manchester it would be £1500 were I to keep my car here. I believe new drivers round here thing anything around £2k is 'cheap.'0 -

When did they move it to the West Midlands, Stafford used to be in Staffordshire. It was the county town and some way from the West Midlands.0 -

I think they meant as in the west midlands region to which stafford is a part of.0 -
Nothing to do with possibly higher crime, more claims from that area or more vehicle thefts... yeh... darn that discrimination!!!0

That link always amuses me, it's a Aviva motorcycle rating areas from a long time ago. There are big differences between motorcycle area rating and car rating and on top of that the area rating is from about 10 years ago.
It's very more complex for car insurance and even motorcycle insurance now days0
