There's a pretty fundamental difference between selling a vehicle to the police at a third of the price and the ongoing supplying of a fleet of police cars with free tyres whenever they're needed. Goodness knows how many free tyres we're talking for a hundred police vehicles year in, year out.

No, on a taxi you change your tyres at least once every 6 months, I didn't have the time or the inclination to go round scrapyards looking for tyres so often. On the free tyres issue, you could probably settle this with a freedom of information request from one of these 4 forces.0
