What contract? A debt collector tried telling me the same but you do not sign a contract for water.

That is of course true...BUT they can still take you to court over your responsibilty to pay your water bill, and issue CCJ's etc based on that alone.
The person living in the property is seen as responsible for the bill and that stands with debt collectors and courts.
So although it is a good arguement it does not remove the right of the water company to claim money owing to them.

So they break the hearts of kith and kin, and roam the world at will.

Water is a statutory supply, therefore there is no contractual relationship between the water companies and their customers. The relationship is a statutory one, governs by Water Industry Act 1991.

Re your complaint, I know the Complaint Manager of Thames Water from an acquaintance, I can give you the contact details if you want. She will surely get this sorted out as soon as possible, but you will need to send her a recorded delivery letter (which would cost you £1.30), so that if she does not reply, you can complaint to Ofwat for failure to respond to complaint.

I want to give the contact details out here but is it against the rules of the forum? If it is against the rule, anyone would like the contact details about this Thames Complaint Manager please PM me - just don't want to get my name blacklisted!!
