There are different types of personalised registrations available to buy. If the registration you want to buy is available from the official DVLA Personalised Registrations website then you will not find it cheaper elsewhere.
DVLA do not sell the actual number plates (the white and yellow oblong pieces that attach to your vehicle). When you complete the assignment of your registration at a DVLA Local Office you receive a form called a V948. You then take the V948 along to a number plates supplier (local motor accessories shop) with photo id to get your physical plates made up.
DVLA can only sell never before issued registrations. DVLA can not sell second-hand or pre-owned personalised registrations. Number plate dealers specialise in the secondhand market and if they are any good will complete the transfer and fill in all the paperwork on your behalf.
DO NOT take a valid tax disc off the windscreen of your car if it is on the public road. The offence is failure to display, not failure to buy. DVLA will issue a replacement tax disc and either ask you to return the original or ask you to destroy it at a later stage.
If you go along to your DVLA Local Office in person to complete the assignment of your registration, you can display the number plates the same day.
As for personalised number plates being a waste of money, it depends on what you buy. Invest wisely and you could do much better than money in the bank.
You may find this blog post useful: DVLA registrations advice. The post refers to the new 11 registrations but most of the points are relevant for anyone considering buying a personalised registration direct from DVLA.0 -

They can be a really good investment. Either to sell on or increasing the value of your car. Depends what they are.
Even if they have zero value to anyone else they can be good value to the owner it's a way of personalising their car. If the owner gets pleasure it doesn't matter what anyone else thinks. Many many things to spend money on that are a greater waste.:j Trytryagain FLYLADY - SAYE £700 each month Premium Bonds £713 Mortgage Was £100,000@20/6/08 now zilch 21/4/15:beer: WTL - 52 (I'll do it 4 MUM)0 -

In that case it does beg the question why did you buy it then?. If you mean it's simply an age related plate from days gone by then it still does look like a PP as for eg you wouldn't get an old T reg new Fiat 500;)I like the thanks button, but ,please, an I agree button.
Will the grammar and spelling police respect I do make grammatical errors, and have carp spelling, no need to remind me.;)
Always expect the unexpected:eek:and then you won't be dissapointed0 -
What do you do with your original plate? Do they generally just give it back to you for free when you want to sell the car without the 'private' plate?
In effect the DVLA own the old plate. It is highly unlikely to be re-issued as it was in effect undesirable in the 1st place.
Almost invariably the old registration will get reissued to your car when you re-transfer the private reg prior to selling the car on, so it makes sense to hold onto the old plates untill that time;)I like the thanks button, but ,please, an I agree button.
