From the highway code
DO NOT overtake where you might come into conflict with other road users. For example- approaching or at a road junction on either side of the road
- where the road narrows
- when approaching a school crossing patrol
- between the kerb and a bus or tram when it is at a stop
- where traffic is queuing at junctions or road works
- when you would force another road user to swerve or slow down

Exactly how do you "communicate effectively" your intention to move off, without using an indicator?
That might well be how you decide to communicate your intention in the situation you describe. My point was that your obligation is not to flick the orange flashing lights just on because you're about to turn the steering wheel. Your obligation is to consider who you want to communicate with, what you want to communicate, what you want them to do about it and whether they might think you meant something else. Once you've considered that, you might well conclude that flicking on the orange flashing lights is a good idea.When you have decided to perform a manoeuvre of that type, you should always indicate, whether or not there are other road users in your immediate vision.
Why? If you've considered all the above and concluded that is nobody to benefit and nobody who might be mislead, then it is of no consequence whether you signal or not before you move. As soon as you're moving, the position and orientation of your vehicle is going to be communicating your intention anyway.You would automatically fail the driving test for telling the examiner that you indicate "Only if there's someone there to see the signal".
