The number is correct, just the stated location that isn't.

Dublin is in Southern Ireland (not Northern Ireland). It will be charged at international call rate to Southern Ireland, so it won't be included in your UK 01/02/03 call package. Of course, if you have an international package it may be included in your free international calls.
The number you have given is incorrect for Dublin as the dialling code for Southern Ireland (from the UK) is 00353. If it was a UK number it would have a maximum of 11 digits (including the dialling code). If you actually try dialling 035314369004 from the UK, you just get the unobtainable tone.0 -

The actual number works fine providing that you use the correct international access code.
All you have to do is to add another zero at the beginning.

Yes, I've have problems with Paypal before. Basically you should assume you get no extra protection when using Paypal - they just wont help you if there's a dispute. Best to use a credit card if possible.0

00353, I missed an 0 off the beginning, (from Paypals contact us page, "You can also call PayPal Customer Services directly on 00 353 1 436 9004"), but as has been stated between your post and this, it does work re my answer to post #8.

Yes, I know. What I meant was pay by credit card and don't use pay pal at all. Obviously this is not possible on some occasions though.0
