I forgot to mention that they limited the amount I could transfer to the Online Saver from the joint Web Saver Reward "as it was going from a joint account to sole account".

Looks like I need to go into the branch and have it changed to either signature to close as it appears to have been set not as I intended.

That sounds like utter cobblers. The usual set up for a joint account is that either of you can withdraw or close the account without the other's permission. You could always withdraw to an external bank account, then transfer back in your sole account if they are being awkward about transferring directly between accounts. Better still take your money elsewhere.

Halifax seems to have an habit of making simple things more difficult for their customers.
