Paypal Payment Reversal - Help Wanted Urgently

  • Hi,
Unfortunately there is nothing you can do, I use paypal however I prefer cheques or cash now as that is the safest way. I had it from a Canadian buyer who purchased an item from me, low and behold an email came from Paypal telling me that the transaction was fraudulant. Unfortunately there is nothing you can do, being a police officer I contacted the police station in Canada and they are now dealing it, they said to me they will get back in touch.

Be warned though Paypal can charge you a £7 admin fee for this so expect that, I had one but I think it only applies if you get more then one payment from the same buyer.

    Hope this helps

I have emailed the buyer - surprise surprise they have not replied. They were quick enough to email before I sent the phone. I think it was their intention not to apy all along.

The phone was barred - these phones are sold all the time on ebay. It was advertised as such - it was mine & the phone company told me to keep it as it was worthless. I thought Id use my brain & try to make some money (I have been loggong into this site for a while!)

I will try the live chat link later. PAYPAL definately do suck!!!!

I have heard from PAYPAL - they say as the item was not shipped to the buyers home address, then I am not covered by their insurance.
How do they know?? The cause of al this they say is that someone fraudulenlt sent the funds to my account. Surely this mean that their ebay account was hijacked as well as their PAYPAL one (one to bid with the other to send funds with). Sounds like they need some sorting out...... I will be calling them on Friday.

paypal probably wont want to know

    Ring them!

then contact the FSA, keeping ALL your documentation

request from royalmail the proof of signature for the item

CLAIM FROM ROYALMAIL FOR NON DELIVERY
    - that will get them to prove otherwise!

    Hello.

Great site & board first of all.
Can anyone help. I am a registered Ebay user who has been trading for what seems like forever (username charjoe). I have tons of positive feedback (100% for buying & selling) . I recently sold a mobile phone to a person in the USA who paid via paypal (used many times as well). PAYPAL sent me an email to say I had been sent a payment. I checked the account and there it was - £126. I without further ado packaged the phone off, international insured signed for delivery.

All was cool until 3 weeks later - I received a mail form PAYPAL stating we had received unauthorised funds & they were freezing the payment. Therefore the account was debited by the same £126.
I was puzzled but gave them the details they asked for & received a further mail yesterday stating they had investigated but had no choice but to refund the buyer her money.

Of course I have emailed asking them why etc as I sold the phone in good faith & sent it off. I have received no details as to their investigation , or any evidence etc.

Can anybody help me on this - have you had any experiences like this???? ANY advice would be greatly appreciated.

This post should also act as a warning to other users re PAYPAL. PLease be careful.

    Please help.
    money saving my @rse.
I've spent 10x as much as I would if I had never discovered this website :-)

  • i am sorry to hear of you troubles. i have seen on the ebay community board that this has happened many times before. someone opens an ebay/paypal account with a stolen cc, then goes on a spree! this is why i have opted to use nochex, who charge less than paypal , but also have procedures which are better than paypal when a thing like this happens.

The cow buyer has not only managed to get her account refunded from mine, but has also lodged a claim with her credit card company to get a second refund. I have called paypal (twice now) who will not guarantee that they will not debit the money from my account again. !!!!!!.
However, PAYPAL do say I am eligible for Sellers Protection Insurance. Even though they know this, it will still take them a while to sort.

I will be either using nochex in the future, or setting up temp accounts & closaing them down without adding my card details. Fingers well & truly burned.

I have also had difficulty in understanding their emails - I have used PAYPAL a lot but take a look at this - the percentage signs are for real!!!!

    Dear (my wifes name),

We have received a request from %8% to cancel a chargeback against a
payment made to you. We are in the process of using this information to
dispute the chargeback on your behalf.

Details of the transaction and this case are as follows:

    Buyer Name: %2%

    Buyer's Email: %3%

    Case ID: %4%

    Amount: %5%

    Transaction Date: %6%

    Transaction ID: %7%

There are no additional steps required of you at this time. We will
contact you as soon as the buyer's credit card company responds to us about
the buyer's request to cancel the chargeback. For more information on this
case, please click the link below.

    Buyer's Name: Amy Strait
    Buyer's Email: amys@icekid.org
    Transaction Date: 24 Jan 2005
    Transaction Amount: -126.50 GBP
    Case #: PP-069-166-046

PayPal indemnifies sellers from chargeback liability resulting from a
buyer's unauthorised use of a stolen credit card and/or false claims of
non-delivery of goods for payments received through PayPal of up to
3,250.00 GBP per year when the following conditions are met:

    1. The seller has a US, UK or Canadian Verified Business or Verified
    Premier account.

    2. The seller posts to the buyer's address listed on the Transaction
    Details page.

    3. The seller can provide reasonable proof of postage which can be tracked.
This documentation must show that you posted to the address on the
Transaction Details page. (Most US carrier companies, including the US
Postal Service, offer this service.) For transactions 150.00 GBP or more in
value, the seller also needs to provide proof-of-receipt in the form of a
signature from the recipient. Because comparable proof of postage is not
currently available for electronically-delivered items, we are currently
unable to offer Seller Protection for digital goods and other
    electronically-delivered items.

    4. The seller accepted a single payment from only one PayPal account for
the purchase. (Multiple payments from different accounts for a single item
are an indicator of fraud. Sellers should not accept such payments.)

    5. The seller cooperates in resolving disputes by responding within a
specified timeframe. When a complaint is made, the seller must provide
complete information within seven days of a request from PayPal. However,
if PayPal is required by the credit card association to respond immediately
to resolve a reversal, sellers must provide the information within three
days. PayPal will indicate the response time required in the e-mail message
    sent to the seller.

    6. The seller dispatches goods within seven days of receiving payment.

A hold has been placed on the transaction in question while we investigate
this case. To assist us in resolving this case, please click on the link
below and provide us with the requested information:

If you have not already faxed us your completed chargeback cancellation
affidavit, please do so as soon as possible. The affidavit form and fax
cover sheet can be found by logging into your PayPal account, going to the
Resolution Centre, and clicking on the 'Details' link next to the
chargeback you would like to cancel. Our fax number is listed at the bottom

Hi. They know where it was shipped because the buyer puts their shipping address in paypal. Be very careful about buyers who ask to have it sent to a different address to that listed.

I use palpal and although i've yet to have any chargebacks this it is really worrying that it can happen. Like many other sellers we work with low profits and cannot afford to lose money this way.

I am signing up with Nochex as I speak....

I have received an email from someone who previously sold to this buyer - they and more have been ripped off too - PAYPAL are refusing to debit her account and continue to debit ours.

Still awaiting on info from their specialists.
  • I have just had the exact same thing happen to me, with a phone I had sold. Paypal sucks!

I am currently writing to the trading standards people along with some others from the paypalsucks.com website about Paypal as I do not understand how they get away with ripping people off. I have proof of postage and the goods being received. The guy sent me an email to say he would leave me positive feedback when the goods were received, which he did. Paypal have not even let me know why the credit card charge has been refunded and I am left having to pay £233.00! they are not getting it from me, they can take me to court as far as I am concerned.

I thought I knew all the scams with Ebay, this one is not that well known (no one I know that uses paypal has heard of it) and I feel something needs to be done to let everyone on Ebay/Paypal aware of the situation.

Ebay will not let me post and unpaid item dispute on the item, unless paypal agree that I sent the goods, which I doubt very much they will do.

I will certainly be using another way of payment for foreign transactions in the future on Ebay.
