How do you know there is no cold water storage tank?
Plenty of houses have mains water to the ground floor and the upstairs floor(s) are fed by the cold water storage tank in the loft, and this of course acts as a header tank for the cold water supply to the hot water cylinder.
In fact with older houses this was often the configuration regardless of mains water pressure.
You presumably have sufficient mains cold water pressure to feed your upper floors? I haven't, nor have my friends who live in the Penthouse of a 12 storey building:cool:0 -
