I couldn't go round them because they were blocking the whole path, which was brick-built and slightly elevated above the grasy hill, so had I gone off the path I would have been heading down a grassy hill. Had they moved either to the left or the right I would have gone on that side, but they didn't, so through the middle was the best option.
So presumably if the child had gone off the path he/she would have been heading down the grassy hill.0 -

Bikes are very unstable at low speeds, if im cycling along a canal toepath (with my British water ways cycle permit in my back pocket), and I come across pedestrians I will aim to avoid riding off onto the grass at either side for several reasons....
Leaving the path at low speeds leaves you very unstable, the slightest bump could have you off the bike and into the canal.
Try balancing on a stationary bike, then try doing it on uneven grass!
Dog !!!!!! is very hard to avoid on a bike, you can't exact step over it and when you hit it, it's pretty much going to ruin your day + any clothes your wearing.
Pedestrians generally move into single file and get off the path, so it's a collision waiting to happen.....
I've had "run ins" with older folk and fishermen (oddly enough) who sometimes take it upon themselves to block the path and give you a load of verbal abuse about how your not allowed on the path (despite having a permit!!). the OP has yet to confirm whether this path is a shared path, with the appropriate signage (their lack of evidence most likely confirms it is not a cycle path)
they just assume that as there is a bike park at the end of the path, it makes sense that a cyclist should be able to ride up it, because bikes are meant for riding, not pushing

Ringing the bell is always a good idea when children are about. You may think they have seen you, but as the OP has clearly shown they are easily and quickly distracted. Getting off the bike and walking would take up more of the path but would perhaps on this occasion have made this mother consider other path users and moved her children to one side.
