Hit a small child

Was just cycling up the path to the cycle park at the top of the hill next to the local swimming pool. Mother was coming down the hill with two children, about 6 and 10, occupying the entire width of the path.

I was going quite slowly (steep hill) and slowed down waiting for them to let me pass, but they didn't move, so I went between them. Unfortunately the six year old moved into my path as I was passing and got hit in the face by my brake lever (no damage done, didn't cry, didn't get knocked over).

The mother was most indignant said I shouldn't be cycling, said I should wait for them, etc.

Any thoughts?
