Is there a difference between parking and waiting?

There's two parts to my dilemma related to whether I can dispute a parking fine. The ticket has been issued by the London Borough of Tower Hamlets.
However, the first part of my dilemma is that I drive a lease car and the lease company have automatically paid the fine (and now requesting payment from me) - so can I still dispute a parking ticket once it's been paid by a third party?
The second part, and the reason I'm hoping I can dispute it, is that I was sitting in the car with engine running in a loading bay while I was waiting for my daughter who was queuing in a coffee bar to get some refreshment. Unfortunately the queue meant she was in there for quite a few minutes. The fine has been issued as a result of being detected by a surveillance camera. Just as a further observation, and it problably will not have any bearing on the matter, but I was not causing any obstruction (the road was very quiet) and I was few feet behind a parked van.
Unfortunately I have only just started to occasionally drive into London since my daughter has just moved there and in my naivety I did not realise surveillance cameras were used (d'oh!). The worst case I was expecting was for a traffic warden to come along and ask me to move in which case I would have happily driven around the block a few times.
So my question is, is waiting the same as parking and does anybody think I've got a justification to dispute it?

Surely they can't do that without your permission, they are admitting your guilt without notifying you, you have an opportunity to appeal council tickets, they have taken that opportunity away from you, I am sure somebody here can advise furtherExcel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
They are all or have been suspended from accessing the DVLA database for gross misconduct!
Do you really need to ask what kind of people run parking companies?0 -

For a definate answer, we would need to see pics the bay itself including signage. Also the PCN to see whether it is flawed. If you can post these up (washing any personal details) then we can check further or you could give us the location so we can check street view.

Must have been a very large cup of coffee if you considered it was an appropriate use of a Loading Bay???

How on earth can the OP appeal a PCN that's already been paid??
