Offence of harassment
(1)A person who pursues a course of conduct in breach of section 1 is guilty of an offence.

Could you possibly scan or take a pic of your letters as the ones we have on our top thread are obviously not very clear/too small. Your examples are the same but maybe you can pm Crabman the OP of the top thread, with bigger pics? If you still cannot post images then post a broken link (remove the http) and put the images in a reply on the top thread, 'PPC letters, what to expect'.
But - make complaints about the debt collector and the PPC for harassment. Harass them, effectively, without contacting them! Make their life hard by reporting their modus operandi which breaches Codes of Practice, debt collector guideline and the Law and means the PPC should never have got your details from the DVLA.-

It includes a suggested letter for complaining to the DVLA and to the BPA. Sounds like a waste of time to complain to the BPA - but it's not because most PPCs are currently breaching the BPA Code of Practice. Read the blog article and you'll see that this breach and other issues means they should not be able to get info from the DVLA.
Complaints will win the day - you did say in your OP that you had got mockery and insults from the PPC and now you have harassment from their debt collector. Harassment is a criminal offence:

Also complain to your MP, the OfT, local Trading Standards, the press and to the car park or retailer Management themselves for allowing this protection racket on their site.
