    The same reason why the police always treat extortion by clamping civil matter, they can't be bothered dealing with it!

    It's down to trading standards IMO , they would be the ones dealing with this, if nobody complains then nothing gets done, so your answer is complain to the right people with cogent letter that explain the situation.
    Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
    They are all or have been suspended from accessing the DVLA database for gross misconduct!
    Do you really need to ask what kind of people run parking companies?

    I don't think it's used the "length and breadth of the country". T&C Parking are the only ones who seem to use "penalty" on their notices, I haven't seen any other PPC use that word. A couple of years ago T&C Parking also used "penalty" on the paperwork they sent out to motorists, but that has now been changed to "parking".
    What part of "A whop bop-a-lu a whop bam boo" don't you understand?

    Are they acting for a council though in that image ? Also if they are not, how old is the picture? It could be from years ago

    That is a recent picture but at only one location (Luton Airport). I don't think APCOE display that sort of sign anywhere else.

    I share your anger, however Wolverhampton Trading Standards successfully prosecuted OPC under The Consumer Protection from Unfair Trading Regulations I think, although possibly more connected to their ANPR photo cheating than to signage:

    But it shows that some TS will take action against PPCs for harassment and CPUTR breaches.

    And as far as the BPA Code of Practice is concerned, I believe it is important to report breaches (to the BPA and to the DVLA, and maybe to the OfT and local TS, why not...) as it can possibly prevent firms from getting DVLA access and could land them in hot water with a rare, eager TS Officer.

    I think the use of the word 'Penalty' or 'fine' might possibly be against the Administration of Justice Act and the Misrepresentation Act - but I have no law qualifications and the Police wouldn't act on such a complaint. That's why the DVLA, OfT and Trading Standards should be our targets to bombard them with complaints - some mud will stick.

    The picture is Nov 2010 but the signs are still there despite my complaint to the BPA and this is on private property ..it's at Luton Airport actually.. plenty of signs on the way in telling you it is a private road parking enforcement by APCOA etc etc ..

    If they do it there and get away with it ..why wouldn't they do it elsewhere ..they have contracts at several other airports and also at railway stations ..

    You not going to get anywhere with the BPA, they are just yes men to the PPCs, you need to go to the local trading standards that cover the area with your complaints.
