Ok well lets cut through some of this xenophobia and try and work out whats going on - first off the can't have 'queue jumped' into a private tennancy as there aren't waiting lists -landlords can let to who they like. Second there a not benefits that pay utilities - if they are claiming IS or JSA they will be getting the same amount as anyone else on the same benefits, however if they are getting vouchers to pay for things its likely they are receiveing section 4 support (for failed assylum sskers) which means they won't be getting cash to pay for booze or lottery tickets - nor would they be able to work even if they wanted to...

However if you mum has a genuine complaint about noise nusaince of environmental health, rather than just not liking living next to 'forgeiners' then she needs to complain to the appropriate council department and log specific issues.

Excuse me, but I find that comment are rather insulting.
I must point out that Mum actually liked them at the start, when they first moved in, absolutely no problems, best neighbours she had ever had at one point.
(I may have got the queue jumping bit wrong - holding hands up to that, it's just one day some one else was living there and next day these were in)
This is what I'm trying to get help with.
They party from 9am in the morning to 3am the next day.
When they drink, other relatives turn up to join in, they start arguing and it can turn nasty.
Music blasts out at all hours, karaoke singing & dancing goes off too. There are 10 children in the house while this is going on.
They refuse to take their bins out on the correct days, rubbish is piling up in the front garden. It smells and there is vermin.
My mum has complained to them about it, but there is a language barrier so they have ignored her, hence mum phoning the council & landlord for help.
I mentioned the benefits bit because some else mentioned this in earlier in the thread. That's why I explained a bit more of the situation - I couldn't give a monkeys what they get, nor is it anybodys business what they spend it on, if the system is flawed what can we do? What I want for mum is for them to considerate. She has had a tough time recently healthwise, I don't want her to get any worse.
As for the xenophobia, I don't care who a person is, where they are from, what they do, AS LONG AS it doesn't upset the people around them. I appericate where they are from isn't relevant, I was just trying to explain stuff best I could, no offence intended.
Because of the language barrier and whatever other factors mum isn't getting any help, thats why I'm asking on her behalf.

the house what they live in isn't council, but private landlord, and they also get food stamps and clothing coupons. These people took over a lease from a cousin,

I'd get in touch with the landlord, it may not have been a 'cousin' the previous tenant could be sub-letting which the landlord may not know, he needs to be told about the hassle your mum is getting anyway.

There are hungarian to english free translations available on the internet. Your mum needs to (or you could do it) type out what she wants to say in the box, get it translated then copy and paste the translation into wordpad or something similair and take it round to them. No way they can claim ignorance then.

Let them know your mum isn't going to put up with their behaviour anymore and will exhaust every avenue available to get the loud noise stopped. Be polite but firm.

And yes, go to environmental health and your MP to get this stopped. Good luck l can't imagine anything worse neighbour wise than thoughtless p*gs like this.

    Happy moneysaving all.

I would get the local councillor involved, and give them a time limit - say 28 days - to get things improved or you will go to the local paper with a story about how the council permits this kind of behaviour to continue. With local elections coming up in May most councillors will want this sorted rather than face bad press just before they stand for re-election. In any event I know from personal experience that in many council departments, if a councillor starts making enquiries, the excuses suddenly dry up and things happen dpq.

  • Let the Council sort this out. Just ring them up and say your mum has personally complained to the neighbours on numerous occasions to no avail (do NOT mention there is a language barrier) and that you want something doing about the noisy parties etc.

By telling the Council in advance that there is going to be a problem in communicating with the neightbours, you are shooting yourself in the foot.
