    Exactly my thoughts. The Bill uses the word 'charge' for both but they are different things.

    There is very cloudy wording over this, making out that they can 'charge' for the parking but then pursue a 'charge' of any amount, for any reason, and however described. Someone hasn't got a clue what they are talking about!

    Another fudge and mess up is possible then. We must make sure they don't put PPC toilet paper on the same status as Council PCNs. they are stupid enough

    Should this go through I recommend getting into correspondence with a couple of PPCs from the get-go following a couple of tickets and then suing for a nominal fee to get this into a county court ASAP.
