    The government do not run scared of the likes of the average membership of the BPA or its officers. They are concerned however, if they rub up the owners of some of the big hitters the wrong way. Like NCP - owned by Macquarie and APCOA whose UK subsidiary is most likely ultimately owned by the major US corporation of the same name (although its held through a number of other organisations en route). After all, is it really likely that there is no connection between organisations that share the same name and operate in the same field? No, I thought not.

    Anyway. These companies are international hitters of note. Macquarie want a profit from all of their investment here and as - amongst other things - they own Airwave - the TETRA radio systems for the emergency services, the M6 Toll Road, Birmingham Airport, Wales & West Utilities etc etc could it be that their voice is being heard above the BPA clammer?

    Every reason to keep the pressure on. Clearly the BPA have been feeling it as they have The PR Office onboard guiding their public image.
    My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016). :(

    That impact assessment is interesting, and also refers to another assessment in hand:

    (b) The existing law places the liability for parking on private land with the vehicle
    keeper rather than with the driver. {WRONG - but we know they mean the other way around!!}

    This is an obstacle to legitimate enforcement:
    The DfT and DVLA are working on proposals, to be published in a separate
    impact assessment, with the objective of ensuring that landowners and parking control companies are able to enforce
    parking penalty charges effectively against those who park on their property. This is also needed to ensure that the introduction of the wheel clamping ban on private land will not have a disproportionate and unintended effect on landowners’ ability to fairly enforce rights to their property. The intended effect is that the keeper of a vehicle will be held responsible for the consequences arising from the use of his or her vehicle.

    It also claims that current law allows PPCs to clamp over alleged unpaid invoices, which is entirely false.
