Don't many already have tests anyway? One criteria is registered blind - you have to be tested for that. Those on HRM would obviously have had some sort of test to see how far they could walk.

sh1305 - I got high rate mobility without having a medical, my GP did write a letter heavily supporting my claim for DLA though.
I got my blue badge 6 months before my DLA decision and didn't even have help writing the form (I did with the DLA form), just did it online in the library one lunch time. From memory I think I was charged £5.0 -

My husband got his blue badge a few weeks ago and out GP had to fill out a form and speak to the LA before it was issued, we paid the same as I do for mine (I get HRMC) £2 each.0

My husband has a blue badge. He didn't have a medical and doesn't receive DLA mobility at all.
No charge.0 -
HRM is automatic entitlement. If you don't claim HRM and do have walking difficulties, then I believe a medical is generally required.
I got my blue badge in July, I didn't even apply for DLA until after I received my blue badge. All I did was fill out the form and give them permission to talk to my GP.0 -
We paid £2 admin fee a few years back just before my daughter got dla having been turned down for dla and medical for blue badge. We appealed and won, I really dont know why they turned her down she cant walk far unaided and even when she walks with crutches she frequently falls over her muscles are weak0
