I can't see why you don't just try a chargeback before you run out of time? Paypal have a horrible habit of telling you exactly what you want to hear on the phone just to get you to go away and their 'advice' should never be relied on.
However it is your choice, but personally I would be going for theguaranteed route.
thanks will do that as well now0 -

ps what happens next if the seller ignores the message from paypal as he has no other items for sale now
Your Significantly Not as Described dispute for the payment you sent to
is now open.
We notified of your request for a 65.00 GBP refund. If
agrees to this refund, the dispute will be closed once the
refund is processed.
By opening a dispute, you are communicating with the seller, not PayPal,
about this problem transaction. We will email you when your seller posts a
response in the Resolution Centre.
To learn more about PayPal's dispute resolution process, log in to your
account and click the 'Tutorials' link on the Resolution Centre tab.0 -
Now, you must NOT close this dispute without checking back here first.
Secondly, escalate it to a full dispute as soon as you can.
Send the curtains back to the seller. You MUST do this by a trackable means, which will probably mean a courier at about £8ish. Add the tracking to the dispute. Once the delivery has been attempted or delivered or refused, alert paypal and they will review the case and close it in your favour.
Block the seller from ever bidding on your listings.
Do not leave feedback until you have your refund, do not leave anything against policy.0 -
i have just checked my emails and he has finally sent me a message and said he sent me a message on wednesday to return the curtains then he will refund my £65 but it will cost me quite abit to post them back do i have to be out of pocket for that
also which is the safest and cheapest way to post them
ps i have sent him a message back asking for his address details and how do i block him from bidding on any of my items as i have some things listed now
thank you0 -
You have to send them tracked. Due to their value, you only have two options. Special Delivery - which will be the most expensive. Courier - there is a thread on here with couriers, I will try and locate it. But on average you are looking at £8ish.
I would thank him for his message (remain very polite) and ask him if he will refund your returns postage. He doesn't have to unfortunately.
At the end of the day, you will have to return them. So you will have to spend some money to get your refund. But you will get your FULL initial payment, including the postage you paid initially!
Re the blocked bidder list - http://offer.ebay.co.uk/ws/eBayISAPI.dll?bidderblocklogin&hc=1&hm=jf.rp73%283%3E2ac%3F%3A and enter his user id. If the link doesn't work, search on BLOCK BIDDER in HELP and follow the links.

thanks will keep you updated0 -
Excellent. Just remember, do NOT close the dispute.0

just popped to the post office they want £8.95 to post thats the cheapest and that only covers up to £41 would i be better off trying to find a courier but then how do i know which to choose and is it tracked still incase it gets lost
thank you0 -
parcel2go.
dhl costs about 8.50 upto 30kg i think.. you can pay with paypal too.Sealed pot challenger # 10
1v100 £15/3000 -
Your cheapest option is via a courier. If you don't send it tracked your seller can claim he hasn't received it back if he is dishonest. This could result in you losing your item and your money as paypal will only deal with a tracking number.0
